Road to nowhere

This path, I think, was started to accommodate a new factory that had been built in the area, to the right, out of this picture.

The factory never opened as business was moved abroad years ago as it was cheaper production costs etc.

It was only last year it was knocked down and now plans for houses etc have been approved. I wonder if this path will be part of these plans?!
