Is it a Folly?

Finding myself in Ryde I decided to walk along the promenade. It looked very untidy and rather unkempt. There were a few holidaymakers around but I mainly saw locals walking their dogs, strolling along by the sea.
The structure known as Appley Tower made quite a nice picture with the golden sands and blue sky. There is no information at the site about this structure but I may now investigate its origins!
