Fuel pump?

This is the top of an object outside an industrial building (now a sign writer) on a residential street in Isleworth and we have often passed it when walking locally. We guess it must be an old fuel pump (very topical just now, but unfortunately no use to anyone) but haven't really been able to find out much about it. The extra shows the whole thing.
