Garden Art

How's this for a garden ornament? We were walking along the coast and spied this in someone's garden, the man on the tortoise is life sized but the tortoise itself clearly is not. The funny thing is that I seem to recognise the face but can't put a name to it. If anyone has any ideas I'd be pleased to know.
PS There are security cameras around the walls but I wouldn't think anyone would be able to lift it without the use of a crane!
