The arborist did not answer the question about whether the tree should stay or go, but rather offered a proposal for thousands of dollars in exchange for doing things to the soil and replacing the wire that is not the proper type of wire. 

Karen has another arborist coming in about a month and, with luck, the HOA will hire an arborist to come before then.
