Jolly fellow?

I have no I idea what this statue represents.  It was at the Mediterranean Grille where we got our favorite Italian carry out food. We were planning to go there for dinner tomorrow for our 16th anniversary of couplehood but David has to send the day at the hospital getting a blood transfusion. This way we can enjoy it at home today, tomorrow and Saturday.
