A special arrangement

What year might this picture have been taken?
Another one of my collection.
A ghastly day, dark, raining so much that the yard is full of streams and ponds. Still I tried to walk three times. Cooked a big vegetable soup for lunch and baked a bread for dinner.
Don was, after a visit to the library, unable to come home as a big car crash on the bridge over the Siuslaw River blocked 101 for three hours in both directions.
