Downtown Phoenix. For me, it has always been a bit strange for a downtown city because you don't see a lot of people but it continues to develope. In the summer you get it because it's 115 out. Because of the presence of Arizona State University I am starting to see more people finally. The presence of ASU in the valley is huge but the downtown campus has grown tremendously.
