Is this Art???????

Saw this in my local B&Q this morning.
Remembered a simular set up was in the Tate Modern and was admired by the cognoscenti at the time.
Admittedly the bricks were on the floor of a notable art institution and not on a trolly at a local diy store but ......... is there any difference?
