How many does it take to change a lightbulb?

When it is a lamppost and you have a bucket to take you up to  the light, then answer is one.
This is part of planned change to more efficient lighting, brighter from 20 watt rather than 70, more reliable and less light pollution. These can be tweaked, ie reduced lighting at 2am.
