Give up? So do I?

I've no recollection of what this is or when I took it.  The file is dated April 2000 but it could not possibly be that old.  It think it was in Canberra and I think it's a water inlet for a fountain - but that does not make sense.  It could be a water outlet for an ocean swimming pool.
