The Relief Channel is high

The sluice gates have been opened to lower the levels up river. The water is held in the Relief Channel until tidal conditions allow sluice gates to be opened near Kings Lynn where the water will flow back into the Great River Ouse and from there out in to The Wash. That's the simple explanation. The full explanation is more long winded and probably why the area governing it is called the Denver 'Complex'.
