Desire lines - not

As part of a major housing scheme, the developers are constructing a new pedestrian route - which leads off this land and under a rail bridge.

Quite rightly it seems to be designed to avoid steps; but you can see what's going to happen - people will take a shortcut across the slope.

Why not add steps as well....?
