Some People Never Learn...

...but the crows learn fast.

When neighbors leave their garbage container lid partially open, it doesn't take long for the crows to pull out plastic bags containing tasty (crow) treats and tear them open. After the crows have finished dining, the bags get scattered by the winds which seem to blow more frequently on garbage-collection days than others.
