Peony in Waiting

After our week away, I had a look around the garden today to see what was going on.  It is very green at the moment but there are quite a few plants waiting to burst into life - this peony being one.  I didn't notice the creature when I took the shot!  I am pleased that so many of my new plants are waking up from last year.  There are some though that i am uncertain off.  Are they weeds?  One example is in extras.  This plant has forget me not type flowers but a little bigger and deeper blue.  It is quite tall and has interesting leaves.  Should I be cultivating it?
