Not Ukraine

Though I thought it was, when I first saw this bundle of blue and yellow balloons tacked to the front walkway of someone’s house. But it turned out to be a celebration of a newly fledged Berkeley graduate. (Blue and gold are the UC Berkeley colors, though the latter is often rendered as a Ukrainian yellow.) Maybe both meanings were intended.
