Town Sign

My hometown Zutphen is twin town of Satu Mare in Romania, Shrewsbury in the UK, Tartu in Estonia and Villa Sandino in Nicaragua. The town sign also states that Zutphen is a 'Hanzestad'. However, the lower left part of the sign is masked by a piece of grey plastic.

I thought maybe one of these days there would be an official ceremony with a speech by the mayor of Zutphen. The local brass band would probably play a merry tune and everybody would be happy and there would be dancing in the street.

I just couldn't imagine what was to be revealed at that special occasion. What's hidden underneath that grey plastic?

Turns out there's a speed limit sign underneath.
The speed limit used to be 50 km/h, now it's 30.
