Forgotten?

Or deliberately left behind? This "work of art" was propped up on a post at the beach. I noticed it a couple of days ago when I drove by and took this on my walk today. I wasn't tempted to bring it home!
There is some language on it that some mind find objectionable. I decided to blip it anyway.
