What would you do?

This abandoned building used to house administrative offices for the water board. It is rapidly falling into disrepair and we asked why it wasn't being turned into apartments, or some form of housing. Apparently the only road which runs to it has a bridge which couldn't allow access to fire engines so it is deemed unsafe to use. What a shame for such a lovely old building in a beautiful spot
