Any idea?

What these are called? They've been in that pot for years and never grown long flowered stems .If they were overcrowded surely they would have grown before now?
I swilled the back paving but the hose kept shooting off.
I threw it up the garden .
I've counted to three and am about to sit out now with a cupp :)
