Although increasingly less so, Germany is still largely cash based for eating & drinking. Tipping is thus based on rounding up to the nearest full €uro. So a bill of €45 would be €50, but so would a bill of €47.50. Similarly, if my meal had been €8 I would have left €10. Some you win, some you lose as serving staff.
