You looking at me?

Whilst at Warden House in Luton, a museum, I spotted this fellow on the roof and found him amusing but could not find any information about him. It's possible it represents the original builder or maybe just a random figure?
Our last full day before the trek home and we had a great time in the museum grounds with Grandchildren.
