Spent some time setting the world to rights with the next-door neighbour.
Neither of us can work out how the council thinks it is acceptable to allow the refuse collectors to not empty the bins as "preparation for them going on strike". It means one of them will not be emptied for at least 6 weeks. My plan is if necessary to take mine down to the council offices and leave it there - after all, if it is acceptable to sit outside my front door - it is acceptable for it to sit outside theirs.
