The 'team' must be busy right now what with the bin strikes and all. Sending someone out to stick a label on every bag of rubbish sounds like an excellent deployment of resources. 

It has been there for days so even though they are aware they are doing bugger all about it.

Hurrah, news just in, strikes seem to have been resolved. The councils have thrown money at them. Not that sets a precedence.
