Great Grandad?

I went to the local courthouse to search for records of my double great grandparents' naturalization applications.  
The clerk told me that all they have left is a single box of applications.  All the rest had been destroyed.
I looked through the box one page at a time because the records are not ordered in any way.  After 2.5 hours I reached the bottom without finding anyone in my family.
     The one pictured is of someone who (by chance) lived on my street.
