Rock star
Now this is interesting as I'm pretty sure it is a rock pipit for a number of reasons. Read on if interested or feel free to ignore :)
You may not see it very well in this photo but the hind claw is shorter than a meadow pipit's and much more curved (meadows are longer and straighter) and both the legs and beak are much darker than the average meadow or tree pipit. In other photos the streaking on the breast is much more diffuse and broader than on the other pipits and seems to extend well down the belly.
Just because it is on a rock doesn't make it a rock pipit especially since the meadow pips here will forage on the shore to add to the confusion. I'm always open to being corrected if anyone has other ideas :)
