Strange structure in Rushbrooke Village

This brick building sits in the middle of the road in the small estate village of Rushbrooke bear Bury St Edmunds. I've since found out that it's actually a well-head and there's an entrance on the other side. It's not in use. We passed it during an afternoon circular country walk of about 5 miles that we did today.
