Turning Truck

We visited our doctor today in South Hadley  On our return we followed this large complex truck for a couple of miles, before it turned off at this intersection (probably onto Bay Road). It seems to have a circular nest-like set of wires over the rear end. Can anyone tell us what the truck's
 function is?
