A Mystery .....

This is on the moors above Halifax.
I have no idea what it is. It looks like a tank that has been camouflaged :-)
I think it might be an emergency pumping station for water, but I don't know.
I couldn't find a notice or similar to give me a clue.
Have any fellow blippers got any ideas?
