Lighting Uo Time?

Not quite sure why the lights were on when I walked along Union Terrace this morning.

The weather was bright and sunny, but remained very cold. The temperature was below zero all day, and about -7º in the early morning and the same in the early evening.

I should have moved a little to position so the light was away from the building. At the time I thought that would require going into the road, maybe I just needed to walk a few yards further down the street.
