Why so many wires?

Is the lament of the woman on the wall?
It's the largest piece of artwork I've seen in Vancouver as far as I can remember. Couldn't get close enough to see if there's an explanation or anything.

In other news, regular sufferers of my blips may remember that Hallmark filmed parts of a movie outside our house back in August.
We watched it tonight, it's two hours I'll never get back.
It was excruciatingly bad.
