The Trickle Up Effect

Spotted this near the Grand Union canal on a building site hoarding. I researched the Tag 'Trickle Up' and found a Wiki item that states: "The trickle-up effect is an economic theory used to describe the flow of wealth from the poor to the affluent; it is opposite to the trickle-down effect."

Looking at the design this would seem to be what the graffiti is about and if you step to the right of the graffiti you can see the Shard in the distance which also seems to be what the tower in the design aludes to!
