I had to replace the panelling in the end .. Whatever it is on there was even leaching through the satinwood paint.

I have some shellac based stain block so we'll see if that deals with whatever it is on the other walls, I am just unsure how it will sit over emulsion, I'd really rather not have to replace the panelling on another wall.
