Tooth Crusted Fungus?

I don't know but its growing on an old tree stump. I've applied weed killer and then weed suppressing fabric but its just growing through. More to the point, how to get rid of it? with something that won't harm the puppy. I am trying vinegar. Any suggestions very welcome.
