Strange Place

For a toilet seat?
This appeared in the wall behind the bus stop a few weeks ago. I think it will open when the water builds up in the garden behind it. Built houses there last year and they must be pretty brassed off to find it floods. Not great for anyone standing at the bus stop when it opens though!
