No, this is not ICM, nor is it a long exposure but rather multiple images stacked and combined Pep Ventosa Style.

The subject matter was small waves breaking against some rocks.  As each wave receded and the water drained off the rocks, I pressed the shutter.  Without a tripod, my camera was simply held in a fixed position against a rock for the whole series of exposures.

The overall effect has been to make it look like there is more water than there actually was, and has also given a sense of a continuous flow.
