Big hats are police who allegedly earn an official salary of about 250 dollars a month, and thus feel the need for subsidy.

Mafia is a pizza and sushi restaurant that doubles as a karaoke bar. What the people want!

I wouldn't have been able to take this photo in Odessa, where the big hats treated me like a personal ATM machine, but in Kyiv, touch wood, they seem to have a more big city approach. I still cross the road when I see them though, and out of habit, refrain from speaking English.
