Cruel or Stupid ?

I was sitting at the traffic lights on my way home from work when I spotted this - a mobility scooter - obviously parked while the user made a short trip somewhere - only to be trapped between a high fence and a large mound of sand where workmen had dug a deep trench -

I wonder how the owner felt when they arrived back to find this chaos.

Were the workmen cruel or just stupid ?
