(Im)Properly Dressed for the Weather?

My Editor spotted this "lady" in a garden while we were out for a walk in the (incessant) rain with Granddog Oona this afternoon.

One purpose for the walk was, of course, to find a blip, so we reckoned that the "lady" would be suitable as a Silly Saturday subject. (We have to wait until next weekend for a hosted Silly Saturday but it's always fun to find something silly to blip in memory of Admirer.)

If you look closely you'll see that there's also a funny creature sitting on the steps to the left of the photo. He doesn't look impressed with the weather (neither were we!).
