White foam

It is a gorgeous day here, sunny and warm.  I wasn't sure what to blip but the temptation was just to photograph the sky as proof of nice weather, but I saw this white foam in the river as I walked along.  I assume it is pollution from somewhere and I see it occasionally, but it is disappointing to see it again.
