Found it!

The case of the disappearing peony has been solved.  There were some leaves coming through under the Hebe, but no flowers - then today I saw this pushing through the bush! Just the one bloom though. There appears to be a separate peony plant now too - not sure what has been going on there! Backblipped on 9/6.
