Silly Saturday - Painted toes edition

As requested in this blip...

Now being a single guy I had no idea how to do this. Do I need sandpaper a nail file first? Do I need a primer? What about a topcoat? I can tell you I find it hard to stay within the lines toenails. I guess I need more practice.
