Arm Painting or Tattoo??

So today Mrs R, as her role as a nanny, took the "Little Cherub" to a local "Mum's and Toddler" group and as there was a face (or body) painter there, she decided to get some art done on her arm.

Now she is trying to convince me that it won't end up as a tattoo.

I'm not too sure!!
