Funfair at harbour.

There is a funfair on the Middle Pier at the harbour. As far as I could see, Disaster Blaster only had one punter, with feathers. Another cry for help - how does Silly Saturday work? Weekly or monthly and where can I find the tag? Thanks for suggestions.
