Cutting costs?

This is a road, near my house which is very close to the Victoria Hospital in Kirkcaldy. On the road is the paintwork for speedbumps. Except funnily, there are no bumps.

From a distance it looks like speedbumps and some folk do slow down. Is this Fife Councils attempt to cut costs laid bare?

It made me chuckle.
