Tomato Tangle

Our tomatoes in one of our beds is a tangled, foliage mess. I have read and read about this: too much fertilizer - I fertilized once when I planted them. I don’t know what else to try. We are getting a few tomatoes, but mostly leaves. Maybe they will respond later.
