No forward planning

This derelict sign is a bit of a mystery. From its structure it looks as though the front of the sign faces the water, meaning that it was designed to carry a message or warning to water traffic. Clearly it doesn’t do that any more, since it faces straight into the mangroves. Perhaps whoever set the sign up (Council?) didn’t appreciate how fast mangroves grow? Or perhaps they just weren’t very good at forward planning.
