Did They Come Prepared?

That's a lot of feathers all down groyne 2 at the foot of Bath Street. Makes me wonder if whoever did it came with a bag of feathers as it is quite a lot to just randomly find on the beach. And putting them all into the wooden posts must have taken quite a while too. I wonder who it was?
