Here's the Water Bureau guy explaining how a tagger manages to get past the locked gate on the ladder to decorate this defunct water tower down the street from us. The tagger probably sticks a can of spray paint into his rear pocket and puts his youth and climbing prowess to work. Then the Bureau sends out two guys in a truck so one can climb the stairs all the way to the top to send down a rope the other attaches to a can of paint and supplies. Why not stick a can of green spray paint into their own back pockets? All in a day's work.
