Not cauliflower or sweetcorn

I have walked past the 'palm' tree in a nearby street countless times and never seen this before. These seed heads are quite high in the tree (which is North East facing).
I have no idea what type it is but would like to know if anyone recognises this type of seed head.
The weather is back to being dull here so goodness knows what the trees and flowers are making of what season it's meant to be!
